ESTABLISHMENT AND DEVELOPMENT HISTORY

Foreword:

We, the founders of Dong Luc Company Limited, experienced exactly ten year period to establish the company from 1990 to 1999. From the start, we didn’t dare to believe that we found Dong Luc 10 years later because that was the most difficult period of Vietnamese enterprises. However, we tried our best, overcame a lot of difficulties and obstacles to have Dong Luc at present.

I/ Beginning Period :(1990—1995)

In 1989, after the fire of IMEXCO building, the problem about shortage of firefighting equipments, especially fire trucks, became increasingly urgent.

In 1990, Fire Department of Ho Chi Minh City laid the foundation of manufacturing and assembling of fire trucks, with purchasing order of five fire trucks. Under the leadership of Professor/Dr Nguyen Le Ninh (Director of Electronics & Engineering Development Company, abbreviated as DEMETEC), we designed, produced, assembled successfully 05 first fire trucks. Although there were some defects, these 5 fire trucks became the leading force of Fire Department in firefighting operations. Until now, these 5 fire trucks are effectively operating in Ho Chi Minh City.

In the following years, under the name of DEMETEC, we finished tens of fire trucks to provide for Fire Departments in some provinces, such as; Long An, Can Tho, Dak Lak, Da Nang City…, contributed to meeting partly the demand on fire trucks.

II/ Transitional Period: (1995—1999)

In 1995, we moved to work for The 4/10 Center of Firefighting Equipments, belonging Fire Department of Ho Chi Minh City where we had better conditions to manufacture and assemble fire trucks, providing not only for Fire Department in Ho Chi Minh city, but also for Fire Departments in some Southern provinces. This is period which we gained many useful experiences in approaching new technology.

III/ Establishing Period And Development Period (1999 upto now)

In 1999, we established Dong Luc Special Purpose Vehicle Trading & Manufacturing Company Limited, now it is Dong Luc Company Limited, thanks to the help from partners and development demand. So, it could be said that Dong Luc was established on the foundation of 10 years in embryo, enabling us favorably to bring our products to serve customers. Nowadays, Dong Luc has become the leading company in the field of designing and assembling of fire trucks, fire pumps, mini fire trucks.

In 2001, we constructed the first factory in Cat Lai Industrial Park, District 2, Ho Chi Minh city. From this factory, series of products with DOL brand were brought into market, opening new page in the development history of Dong Luc.

We produced, assembled successfully fire trucks type FVN in 2005 and fire trucks under CAF technology in 2008. Besides, we also produced, assembled successfully many types of portable fire pumps, small and medium size.

We have gained achievements, as following;

- Professional staff at university qualifications rate more than 50%

- Technical cooperation with partners in Austria and in Germany from 1991 to 2005.

- Technical cooperation with partners in America from 2005 up to now.

- Wide and diverse network of customers.

- Quality management system; ISO 9001:2000 from 2005 up to now.

- Advanced management system, following American model from 2007 up to now.

- Certificate of HIGH QUALITY PRODUCTS, approved by Viet Nam Enterprise Association in 2005.

- Certificate of Integration& Development Enterprise, approved by Council of Integration & Development Enterprise Awards in 2007.

Especially, in 2005, we carried out negotiations and held talks with 2 globally-recognized American partners, Waterous Company and Akron Brass Company that are specialized in manufacturing and providing specialized equipments for fire truck assembly companies. Every year, they have policy to offer their partners training courses in order to strengthen design and assembly abilities approaching international level. At present, Dong Luc is cooperating with Waterous to bring new firefighting technology into Viet Nam.
